TGPSC's table reads “4KB - 50 KB”. Almost every guide and every resizer quotes the 50 and drops the 4, because a ceiling is the familiar problem — you compress until it fits. But the portal is validating a band, and a file below the floor fails the same way a file above the ceiling does.
This is not a hypothetical. A 3.5 × 4.5 cm crop is a small image, and a tool that binary-searches JPEG quality downward with only a ceiling to satisfy will cheerfully produce 2 KB and call it done. If your photograph is a plain head-and-shoulders against a plain wall, that is exactly the case that compresses hardest.
So the encoder here works to a band. If the result comes in under 4 KB it increases the pixel dimensions — which adds real detail rather than padding the file with junk bytes — and re-encodes until it clears the floor. If it cannot, it says so instead of handing you a file that will bounce.
The instruction is “The latest colour photograph should be uploaded.” There is no black and white allowance. That matters here more than usual, because APPSC — the commission Telangana separated from, whose OTPR form is a close cousin of this one — explicitly permits “colour or b/w (but clear contrast)”. Specifications get copied between the two in both directions. This tool measures the saturation of your image and warns you if it reads as greyscale.
The manual gives a format, a size band and centimetres. No pixel dimensions, no DPI, no background colour. 3.5 × 4.5 cm is 276 × 354 pixels at 200 DPI and 413 × 531 at 300; both satisfy what TGPSC wrote. The figure in circulation is 200 × 230, which is the IBPS and SBI banking template. Its ratio is 0.87 and TGPSC's is 0.78 — it is not the right shape for the photograph TGPSC asked for. Since the DPI is unstated we work down from 300 and let the band settle it, then report the pixel size actually produced.
TGPSC and APPSC split from the same commission in 2014 and their registration forms still look alike, so the specifications get copied between them. They are not the same. Andhra Pradesh PSC (psc.ap.gov.in) allows 50 KB with no minimum at all, permits a black and white photograph, and requires the candidate's name and the date the photograph was taken to be printed on the image. TGPSC requires none of that and sets a floor instead. A file prepared for one commission is not automatically right for the other.
Telangana changed its official abbreviation from TS to TG in 2024, and the Telangana State Public Service Commission became the Telangana Public Service Commission. Both tspsc.gov.in and tgpsc.gov.in reach it and the helpdesk address is now helpdesk@tgpsc.gov.in. If your search results, your coaching notes and your OTR login page disagree about the name, that is why — nothing about the specification changed with it.
One caution: the registration portal is otr.tgpsc.gov.in, a government domain. Sites on lookalike names are not the commission, whatever they publish. Check where you are before typing an Aadhaar number into anything.

Between 4 KB and 50 KB, in JPG, JPEG or PNG format, at 3.5 cm by 4.5 cm. The 4 KB figure is a floor, not a rounding: TGPSC's own table reads "4KB - 50 KB", so a file that is too small is as invalid as one that is too big.
Because heavy compression works. A phone photo cropped small and saved at low quality can land at 2 or 3 KB, and every resizer that only chases a ceiling will happily hand you one. TGPSC's portal will reject it. This tool encodes into the band and tells you which end you are near.

Yes. The table names JPG, JPEG and PNG for the photograph, the signature and the certificates alike. This tool outputs JPEG because the size band is what actually binds and JPEG gives you a quality dial to hit it with; a PNG of a photograph will usually blow straight through 50 KB.
Caps and goggles are not allowed. Spectacles are allowed. Polaroid photographs are explicitly not acceptable. The photograph must be the latest one. Those are TGPSC's words.
Yes - the photograph and signature are the exception. TGPSC's certificate note says candidates are permitted to re-upload their latest colour passport photograph and signature at any time. Uploaded certificates are non-editable apart from the EWS and Non-Creamy Layer ones, and the rest of your OTR is only correctable within 24 hours of first submission.
No. The crop and the compression run in your browser on your own device. Your photograph is never transmitted.
No. The commission's domains are tgpsc.gov.in and otr.tgpsc.gov.in for the One Time Registration portal. A separate third-party site sits on tgpsc.in and is not the commission.
They are the One Time Registration profile requirements. A specific recruitment notification can restate or override them, so check the advertisement you are applying under before assuming these numbers govern it.
