APPSC's wording: “Signature of the candidate shall be scanned 30KB in size and [3.5cmx1.5cm] in dimension separately and uploaded here.”
The photograph gets 50 KB; the signature gets 30. At 3.5 × 1.5 cm that is usually comfortable, but a thin or faint pen can survive the resize and then dissolve in the JPEG. The tool measures the contrast between your strokes and the paper and tells you before you download.
The photograph and the signature are separate files. They appear side by side under the heading “Photograph with Signature” on the printed OTPR receipt, which is what makes people think a single combined image is wanted. It is not — APPSC says the signature is scanned and uploaded separately.
APPSC's own FAQ addresses the related question directly: asked whether the complete page must be scanned, it answers that you should scan only the area containing the photograph and signature, and not the complete page. Use the selection box above to do exactly that.
APPSC's signature instruction covers size and dimension and stops. It names no ink colour, so neither do we. For comparison: MPSC requires black, GATE permits black or dark blue, and BPSC states nothing either. Rules do not carry across commissions, and a tool that applies one commission's ink rule to another is guessing.

No. The OTPR manual gives a size and a dimension but names no format, no minimum file size and no ink colour. JPEG is the safe assumption because it is what the portal accepts elsewhere, but it is our inference, not APPSC's instruction.

The ceiling is the same but the floor is not. Telangana states 1 KB to 30 KB; Andhra states 30 KB with no minimum. A file that satisfies one may still fail the other.
