HPPSC's wording: “for photograph, the pixel size is 140 pixels height x110 pixels width”, and each image “should not exceed 40 KB in size”.
A small thing that saves real trouble: HPPSC writes “140 pixels height x110 pixels width” — it labels the axes. Several commissions do not, and a candidate has to work out from the shape of the object whether a pair like “5 x 3.6 cm” means width first or height first. Here there is nothing to infer: the photograph is 110 across and 140 down, portrait, and the signature is the other way round.
HPPSC's wording is that each image “should not exceed 40 KB”. That is a ceiling and nothing else — the FAQ states no floor anywhere. Several tool sites publish HPPSC as “10–40 KB”, which invents a minimum the Commission never set, and then pad your file to reach it.
At 110 × 140 pixels the ceiling is generous anyway, so nothing here is compressed hard and nothing is padded. What matters far more is the other half of HPPSC's sentence: the uploaded images must be proper, and the FAQ warns that if the quality of the photograph or signature is not acceptable or is poor, the application is liable to be rejected.
HPPSC is unusually blunt about this, and it is the reason to check the preview properly. In the Commission's words, you can change or update the information in the different modules — except payment details — before submission, and you are advised to submit only when you feel all information is correct, because once submitted the information filled cannot be changed any more. Elsewhere the FAQ puts it more shortly still: applications once submitted are final and no changes can be made after submission.
There is no correction window and no edit fee to fall back on. Look at your photograph and signature at full size before you commit.
HPPSC is the Himachal Pradesh Public Service Commission at hppsc.hp.gov.in. HPSC, one letter shorter, is the Haryana Public Service Commission at hpsc.gov.in. Different states, different commissions, and specifications with nothing in common.
Haryana does not give an exact pixel size at all — it gives dimension ranges, and it runs two separate application portals with different limits on each. It names no ink colour. Himachal gives one exact size for each upload, a single 40 KB ceiling, and asks specifically for black ink. If you have been handed a figure like 132 × 170 for “HPPSC”, that is Haryana's.
