MPSC's wording is: “Applicant should sign with black ink on a blank white plane paper and get the signature scanned.” Black, with no alternative offered.
That is stricter than most. GATE permits black or dark blue. UPPSC asks for a black ball point pen. At least one MPSC resizer tells applicants to “sign with a black or dark blue pen for the best contrast”, which quietly widens a rule MPSC wrote narrowly. This tool measures the colour of your strokes and tells you if they read as blue rather than black.
MPSC states a maximum of ten characters, for the signature as for the photograph. It is easy to miss and easy to fail: signature.jpg — the name almost every tool produces, including ours on other exam pages — is thirteen characters. This page downloads sign.jpg, which is eight.
We searched the full text of both documents MPSC publishes. Neither contains a pixel dimension, a DPI or a resolution. 3.5 × 1.5 cm is 276 × 118 pixels at 200 DPI and 413 × 177 at 300; both are the size MPSC asked for. The widely-quoted 140 × 60 comes from the IBPS and SBI banking template, not from MPSC.
Because the DPI is unstated we work down from 300 and let the 50 KB ceiling settle it, then report the pixel size actually produced.
MPSC's 3.5 × 1.5 cm is a ratio of about 2.33 : 1. GATE requires between 2.75 and 3.75. UPPSC's signature box is 2 : 1. Three commissions, three incompatible shapes — a signature file prepared for one is the wrong proportion for the others, and reusing it is a quiet way to fail scrutiny.
Measured automatically: the ink is found and trimmed to its true bounding box; the frame is built at 3.5 : 1.5 with even margins; the paper is lifted to white; the stroke colour is classified as black, blue or another hue; the file lands under 50 KB and is named within ten characters.
Not measurable, and yours to confirm: that the signature is your own and not written by anyone else, and that no watermark or scanning-app name sits in a corner of the image. Scanning apps stamp their name into the output by default, and MPSC lists that as disqualifying content.
This page is the Maharashtra Public Service Commission, at mpsc.gov.in. Two other commissions are easily confused with it, and one of them shares the abbreviation exactly.

If you are applying in Manipur or Madhya Pradesh, nothing on this page applies to you — the dimensions, the file size limits and the background rule below are Maharashtra's. Check the abbreviation and the domain in your own advertisement before you prepare anything. Maharashtra is also not MPSC Manipur's neighbour bodies nor the Maharashtra Staff Selection systems, which recruit separately.

Breadth 3.5 cm by height 1.5 cm, in .jpg or .jpeg format, no larger than 50 KB, with a file name of 10 characters maximum. MPSC publishes no pixel size and no minimum file size.
Black. The instructions say the applicant should sign with black ink on a blank white plain paper and get the signature scanned. This is stricter than GATE, which also permits dark blue, and stricter than several resizer sites which suggest black or dark blue for MPSC. If you signed in blue, sign again in black.
