When PDF wins
PDF is better for multi-page documents (everything in one file), for keeping text selectable, and because many official portals specifically expect PDFs.

A single photo or a simple one-page scan can be smaller as a JPG, and some image-only upload fields require it. If the form asks for a 'photo', use an image.
